Out of the Paris climate agreement in 2006, the government introduced legislation to monitor and control buildings emissions in the form of Energy Performance Certificate or EPCs as a way to manage carbon emissions from properties. Using a sliding scale, the EPC is rated from a band A to G, A being the top score.  As of 2007 it is unlawful to transact a property on the open market without an EPC in place.

MEES – Minimum Energy Efficiency Standards

As of the 1st of April 2018, the legislation went further. It is now unlawful to grant new tenancies or renew existing tenancies on a property which falls into the band F or G. This has implications in terms of refinancing / mortgaging. Banks are wary to lend against a commercial property which cannot be rented out, making it hard to finance in the traditional way.

As of ist April 2023 legislation will be extended to include all lease which are already in place.

The government has provided guidance for properties which are exempted from this legislation such as:

  • Listed buildings
  • Religious sites
  • Agricultural sites
  • Temporary sites
  • Buildings due to be demolished
  • Stand alone properties which are below 50 SQM

We will use the latest industry standard software SBEM to model the property and HVAC system.

We will liaise with Landmark’s Registry to ensure that property is correctly listed on the national database and then produce a certificate and recommendations report.
